Process Matrix understands the budget pressures that many organisations are currently experiencing and how much things are changing in social care. Process Matrix were commissioned by Gloucestershire County Council (GCC) via the Local Government Association Efficiency Programme, to carry out a diagnostic to help challenge existing savings plans and identify potential savings in Adult Social care. In line with most local authorities, GCC has significant financial pressures impacting on a social care budget that is reducing. At the same time, the authority is pursuing a number of initiatives to improve and deliver excellent quality services and outcomes for people with Learning Disabilities. In this context, GCC welcomed the opportunity to have an independent view of where it could make efficiencies.

Using our efficiencies model we were able to identify over  £10M potential savings across:

  • Block Contract Provision,
  • Day care
  • Residential and Nursing Provider market
  • Home care

Process Matrix worked with the London Borough of Havering and streamlined their financial assessment and income collection processes saving  £150,000.

We embedded a transparent and efficient financial assessment process which made the assessment form fit-for-purpose and easier to complete. This resulted in a increase in the number of completed forms returned and an improvement in the level of accuracy of service user contribution calculations. The knock-on effect was that there was an increase in income and improved financial forecasting for the Council.
